A reboot is required to complete the update of Google Chrome, but in my environment, there is a phenomenon that a message prompting to reboot sometimes loops.
This looping phenomenon is thought to occur because the related file (or folder) is locked for some reason in the process of internally processing Chrome updater to refer to the new update file.
In my research, I think that the renaming process of new_chrome.exe may have failed.
In most cases, you can get out of the loop by quitting Chrome completely and then restarting it.
If the file lock is the cause, restarting the computer is likely to solve the problem, but it may still be useless.

When you run the Chrome update, you can check the following executable files by viewing the folder where chrome.exe exists.
- chrome.exe
- new_chrome.exe
Until you restart Chrome, chrome.exe refers to the version 62.0.3202.94 folder you are currently using.
And, new_chrome.exe is renamed to chrome.exe at reboot and references the updated version 63.0.3239.84 folder.
It is thought that a restart loop occurs when this renaming process does not go well.
