While browsing the website in Google Chrome, clicking the PDF link will download the PDF file and at the same time will display it in the Chrome tab.
This is the behavior of the "local PDF viewer" built into Chrome.
Previously, we used the Chrome extension Force PDF Download to bypass the behavior of the local PDF viewer, but Chrome 65 added an option to choose what happens when you click a PDF link.
However, that option defaults to running the local PDF viewer.
This article describes the steps to disable the local PDF viewer.

Follow these steps to disable the local PDF viewer.
Chrome> Settings> Content Settings> PDF Documents
Enable Download PDF files instead of automatically opening in Chrome.
This completes the settings.
Click the PDF link to check the operation.

03/02/2019A vulnerability was found in the local PDF viewer (PDF Javascript API).
Please note that many PDF files that target the Javascript API are in circulation.
Google will release a version of the local PDF viewer that addresses vulnerabilities in late April 2019, so until then, let's keep the option noted in this article “ON”.
