KB4517389 destroys the start menu

According to MSPoweruser's article,

When installing the cumulative update KB4517389 for Windows 10 v1903 released by Microsoft on October 8, 2019, it seems that a serious error occurs in the start menu.

The Start Menu issue has been seen with KB4524147 (OS Build 18362.388), and later releases of KB4517389 (OS Build 18362.418) have the same issue.

And, the PCs that have a problem have individual differences.

Since my PC has KB4517389 installed, it has been updated to [OS Build 18362.418], but there is no problem in the start menu.

Since October 8, 2019, the number of accesses to the article "How to execute DISM/SFC when the start menu becomes unresponsive" posted on this blog is increasing, so I searched for the cause of KB4517389 I ran into a problem.

If an error occurs in the start menu and you are having trouble operating your PC, why not try the following?

  1. Uninstall KB4517389
  2. Uninstall KB4524147
  3. Run DISM and SFC

The Start Menu bug is coming from KB4524147, so you may need a step to do A then B.


KB4517389 defects

Version: OS Build 18362.418

The defect information is not posted on Microsoft's KB4517389 page, but the fix will be released in late October 2019.

According to me,

It seems that the following defects are hidden in KB4517389, but our computer does not have any of these defects.
  • Problems with the start menu
  • Edge does not work
  • BSOD (Blue Screen of Death)
  • Drawing defects

DISM, SFC

Action method The execution image of C is as follows.

Start the command prompt or Windows PowerShell as an administrator and then run the command.

You can copy and use the following commands.

C:\WINDOWS\system32> DISM.exe /Online /Cleanup-image /Restorehealth
C:\WINDOWS\system32> SFC.exe /scannow

If the start menu freezes, you can't do anything terribly because the GUI-dependent operations are unavailable.

For example,

You need a command prompt to run [DISM | SFC], but you can't start it from the Start menu, so you need to know how to start it from a keyboard shortcut.

If you remember the keyboard shortcut that launches the "Run" dialog, it will do something so make a note of it.
