How to make help file (extension | .hlp) available in Windows 10

WinHlp32.exe installation procedure

Place the batch file (winhlp32_Install_Windows10_ja-jp_x86x64.cmd) and 64-bit or 32-bit KB917607 in the same folder, then start the batch file in administrator mode.
