HTML Help has a long history as it is a help file format available since Windows 98.

Therefore, by default, the help file format available for Windows 10 is Microsoft Compiled HTML Help (extension | .chm) or Microsoft Assistance Markup Language, but the latter is not a development kit, so .chm files are the mainstream. I think it has become.

I was able to install WinHlp32.exe following the instructions on that site, so make a note of the steps I performed.

The Windows Help program is not supported on Windows 10 and Windows Server 2012 and later versions of Windows Server. The Windows Help program is available only on Windows Vista, 7, 8, and 8.1.

WinHlp32.exe installation procedure

Place the batch file (winhlp32_Install_Windows10_ja-jp_x86x64.cmd) and 64-bit or 32-bit KB917607 in the same folder, then start the batch file in administrator mode.
